The discussion deals with the importance of institutional archival policies and the role that the diagnosis of the archival situation plays in the formulation and implementation of policies and record management instruments. The question that guided the research was the following: what can we incorporate or add to the diagnosis so that it can, together with other actors in the institution, become a key to making them more efficient, delivering a quality public service to society? This article aims to discuss the possibilities of transforming the diagnosis of the archival situation into a management and planning tool, to integrate efforts and have a vision not only of the past and present, but above all of the future. The methodology consisted of a literature review and direct observation to provide a conceptual model for diagnosing the archival situation. For an archival situation diagnosis model to be effective, it must be adaptable to the specific needs of each organization, as there is no single approach that works in all contexts. In this sense, the diagnosis must be sensitive to organizational issues, be they cultural, structural or technological.
